Currently, the Ministry of Land, Infrastructure, Transport and Tourism recommends the realization of the Japanese version of MaaS as "a mechanism that allows all people in all areas in cities and rural areas to use new mobility services."In response to this, a demonstration experiment of new mobility services has been developed in order to realize each MAAS according to regional characteristics in various places, but there have been cases where there is a difference between the actual operation.In this article, we will consider the points and issues that separate success or fail from the viewpoint of "autonomous driving x green slow mobility (greaselo)".This time is the first part.

＜目次＞国土交通省が推進する「日本版MaaS」について、2019年度実施された案件を見ると、実証実験中の結果は良好であったにも関わらず、本番運用を開始したら思うように利用者を獲得できなかった、といった例も確認されている。 地域特性に応じたMaaSを実現する新たなモビリティサービスの1つとして「自動運転×グリーンスローモビリティ（グリスロ）」にスポットを当ててて見えてくる「課題」について「A自治体」の例から示そう。・A自治体を取り巻く環境と新モビリティサービス実証実験の概要 A自治体は2019年度、新モビリティサービスの実証実験先として採択され、過疎化が進む地域住民の足としての自動運転サービスの実証実験に着手した。本件事業の目的として掲げられていたのは以下のとおりである。 なお、A自治体では、省庁の補助金を得た実証実験として実施され、1回あたりの利用料金を一人当たり数百円（都内でいえばバス代程度）に設定のうえ、地元の交通事業者が設立したNPO法人により新たなモビリティサービスを活用したMaaSとして実行されるに至っている。当時は全国ニュースでも取り上げられ、全国の自治体の交通政策担当者の間でも注目された案件となったのだ。 安全管理措置や運行上の評価などを中心とした実証実験は予定通り実施され、本番運用に向けた「技術上の」大きな問題は存在しないことが確認され、直後に本番運用へと移行されている。ところが、本番の自動運転サービス開始から１カ月経過後の省庁における報告をみると、1か月間での利用者数は延べ200人にも届かない結果となったことが判明した。 つまり１日平均わずか数人の利用にとどまるなど、そもそもが低い水準であった当初目標の半数にも至らない結果となったのだ。さらには「利便性が低い」として定期便を停止し、やむなく予約便のみの運行へと大幅に計画変更を余儀なくされるに至った。この原因について我々は以下のように考証している。連載一覧▲ Close ▼ All display
事前のA自治体における住民アンケートが公表されており、これをみると、「冬には外出しにくいのでこのようなサービスがあればありがたい」といった声が大半を占めていたことがわかっている。 ところが、実証実験後に実施された二度目の住民アンケートも後に公表されており、その結果はまるで逆の様相を示していることがわかる。すなわち、「冬季は外に出るのが面倒なので利用しなかった」といった声が多数挙がったのだ。本件事業を通じた住民アンケートにおいては、「A自治体における真の住民感情や生活実態」を汲み取ることできなかったことが原因の1つであろう。 そもそも、こうした新しい取組への地域の期待はいずれの事業でも事前アンケートでは過大に発現することが傾向的に観察される。そのため、今後実施されるであろう同様の実証実験に際しては、事前の住民の実態把握に資する精緻な質問項目の設定や地域性分析の高度化が欠かせないのだ。 導入しようとするモビリティの「運行形態」が地域の実情にマッチしているかも、非常に重要なポイントだ。運行形態にはさまざまな着目点があるが、ここではダイヤ運行について考察してみよう。ダイヤ運行の形態には定時運行と予約型運行の2形態にわかれ、それぞれにメリットとデメリットがある。定時運行は、ある一定の短い間隔をもって運行がなされる分には利便性はよいが、運行にかかるコストが高くなる傾向にある。都市部のように、多くの利用者が見込める場合は有効視されるであろう。 ただし、定時運行でも、数時間に1便といった運行ではコストは低廉になるものの、利用者の外出機会と運行時間がマッチせず、結果、利用につながらないという結果が予想されている。定時運行を行う場合には、利用者の行動（たとえば通院、買い物等の利用動機や住民特性）に見合った運行時間の設定が必要だ。 一方、予約型運行は外出したい時に呼べるという点では利便性は高い。たとえば、モビリティサービスの中でもバスでの運行事例をみてみると、予約が入ったときにのみ運行するデマンド運行の導入事例が存在する。こうした手法は、どの自治体でもニーズ調査を実施すると住民などから導入を望む声が非常に多くなる傾向にある。 ところが、実際にデマンド運行を導入してみると、思ったほどの利用につながらないことが多い。この背景を分析してみると、「利用しない理由」として挙げられるのは、「電話で予約をする手間が面倒」、「予約時間を忘れてしまい乗車機会を逃してしまった」という声が多く、結局は予約型デマンド運行を定時運行へと戻したという事例も少なくない。 A自治体においては、本番移行後、あまりにも利用者が伸び悩んだことから、定時運行は午前中に1便として、それ以外は予約型運行へと変更することで利用実態に即した運行へと切り替えたようである。その結果、1日当たりの目標乗車人数を上回るようになったとのことである。 なお、そもそも利用者目標自体が低いことから、ボランタリーな取組にとどまっていることは言うまでもなく、大きな収益が望めない以上、この先は後述するようなメンテナンスコストをいかに捻出することができるかが大きな課題となる。 なお、さらなる利用者の獲得と利便性の向上のためには、ピックアップ手法の検討も欠かせないポイントとなる。 一般的にデマンド型運行には乗客のピックアップの方法によって複数の形態がある。高齢者の移動手段の確保についてはドアツードア、いわゆる家の前で乗降できることが有効である場合が多い。自宅から停留所までの距離が遠い場合や悪天候時での停留所での待ち時間を想像すればわかりやすいだろう。 このように運行ダイヤの形態をどう設定し、乗降ポイントをどこに設定するかという利用者目線での検討も併せて行うことが大切である。【次ページ】「利用されない料金」を設定しまうカラクリRecommended article
